- Referendums enhance democracy because:
- 1) They encourage participation.
- This overcomes disenchantment.
- 2) Referendums educates the electorate.
- 3) Mandates are focused on or renewed, on an issue.
- it also legitmises major constitutional changes.
- 4) They prevent danger divisions within parties.
- This prevents collapse or defeats in the govt.
- It also strengthens democracy.
- 5) It provides clear answer where Parliament is deadlocked.
- 6) Referendums resolve tricky moral questions.
- E.g. divorce in Ireland in 1995.
- 7) There are 4 referendums each year in Switzerland.
