- The West approved their new constitution - Basic law - and allowed elections in spring 1949
- There was a Western High Commission that controlled foreign policy, defence, and economic matters

- The SED pushed for national unity and created a communist-dominated constitution for the whole country
- After the blockade, however, national unity was very unlikely
