Conflict over a local resource WIGAN LANDFILL, SANDYFORTH AND GILBERDYKE

Strengths

  • J.Banks is putting their waste somewhere, it has to go somewhere
  • COBEX left the site in a mess after going into liquidation, not showing any thought for the environment and left the area in a dangerous state. Therefore, J'Banks will have found a use.

Weaknesses

  • Wigan Metropolitan BC spent a large amount of money cleaning up the misused mining site. They cannot object to the landfill site until it goes through the planning process.
  • PALS People against landfill sites set up a campaign against J. Banks, some residents would only allow the landfill development to take place if the council was 100% sure the ground or environment would not be harmed to any extent and that the M6 would not be more congested or increase pollution. It will attract seagulls, a recycling scheme should b put into place.
  • SAMSU surveyed the 2km radius from landfill with 8.2 million births, there would be a 1% higher risk, rose to 5% higher risk of having a child that was under healthy weight.

Opportunities

  • Use coal mining in Wigan, the Cobex mining company went bust and the area was abandoned, leaving large holes in the ground. Main priority was that the area is safe and that dirty water wouldn't enter wipes WMBC. In 2002 J. Banks wanted to use areas as landfill for company.
  • The outcome was application was rejected by planning committee f WMBC, appealed in Jan 2006 but was rejected again
  • Winners, PALS< Residents
  • In the middle WMBC
  • Losers MJ Banks and the regional area or UK with no where to put the rubbish

Threats

  • How was the conflict resolved?
  • Objections to the scheme where made by residents suh as questions posed to the council on the environmental affects, the campaign by PALS
  • Coples article on affecting births was published to all women in the surrounding area
  • A website was created to allow locals to express opinions
