Characteristics:
All states are led by a determined, devleopmental elite - uncorrupt. No states have existed with a 'one-man sultan'
Policy circle is gererally small - strong commitment towards economic growth and transformation and their capacity to push through it. Doesn't work in predatory states like Haiti.
Dense traffic between top levels of civil military bureaucrats and high political office.
Elites are highly nationalistic - importance in war-making in state formation.
Rapid developing countries are prone to corruption when faced with new wealth - can generate tempations that are parton-client embedded.
States are often patronomia, centralised, technocratic and corrupt.
Ex - Soharto regime - consolidated power to consolidate development state by winning over support and buying off opposition.
