Devolution Definition

DEVOLUTION-

Devolution - A process of constitutional reform whereby, power, but not legal sovereignty is distributed to national or regional institutions. In the UK this has meant transfer of power to institutions ind scotland, Wales and Northern Ireland, but not to the regions of England.

Three Types of Devolution -

Administrative - Assembly/administration gets control over, allocation of public funds, implementation of laws and secondary legislation (Refers to various rules and regulations that can be imposed within the county, under powers granted in Westminster.

 Financial - Giving the devolved administration, the power to raise it's own Taxes.  This allows further financial independance. Scotland were given very little finantial independance.

 Legislative - Transfer of power to make Primary legislation. It is this distinction that makes the scottish representative body a parliament rather than an assembly.
