FSA

  • independent gov. dep
  • use their expertise + influence so people can trust the food they buy + eat is safe + honest
  • the agency is Central Competent Authority (CCA) - as the competent authority, they're responsible for protecting interests of consumers in relation to food 
  • main purpose + aim of agency is to work towards a food supply that we can all trust 
  • agency gather + use scientific evidence + data to inform all their decisions 
  • their main objectives + strategic outcomes ensure that:
    • food is safe + is what it says it is (i.e. no food fraud)
    • consumers can make informed decisions about their food 
    • consumers have access to affordable, nutritious food

  • Ensuring implementation of EU food laws, hygiene standards + animal feed controls 
  • enforcing legistlation
  • advising ministers on food safety + food standards issues 
  • developing policies + proposing legislation 
  • encouranging all food producers + caters to reduce levels of sat.fat, salt + calories in food products
  • giving public advice on diet, nutrition + food safety issues

      • main law for all retailers
    • 2. GENERAL FOOD REGULATIONS NI ORDER 2004
    • 3. FOOD HYGIENE REGULATIONS NI ORDER 2006
      • main law for those who handle food
    • 4. OFFICIAL FEED+ FOOD CONTROLS REGULATIONS NI ORDER 2009

  • FSA doesn't carry out enforcements + inspections themselves - carried out by DAERA

DAERA

  • Assists the sustainable development of agri-food, environmental, fishing + forestry sectors of NI economy 
  • concerned with needs of consumers, protection of human, animal + plant health, welfare of animals + conservation + enhancement of environment 
  • DAERA responsible to DEFRA (Dep. of Environment, Food and Rural Affairs) in GB 
  • DAERA have large no. of responsibilities, among which are 'animal health + welfare', 'food' + 'plant + tree health; - within these areas, they'll carry out inspections, enforce law + provide advice + guidance on following issues:

    • 2. FOOD MARKETING STANDARDS
    • 3. MEAT INSPECTION
    • 4. MILK + MILK PRODUCTS

DAERA - 1. COMPLYING WITH HYGIENE REGULATIONS

  • within UK, FSA known as CENTRAL COMPETENT AUTHORITY for implementing food hygiene regulations
  • this involves making businesses aware of their legal responsibilities, providing guidance on complying with regulations + also implementing a system of official controls such as inspections, audits + testing 
  • NI - DAERA's AGRI-FOOD INSPECTION BRANCH (AfiB) carries out this work on behalf of FSA

DAERA - 2. FOOD MARKETING STANDARDS

  • beef labelling is EUROPEAN COMMUNITY (EC) wide req. , which is intended to provide buyers with clear reliable info about beef on sale
  • key req. of system is that it should enable beef to be traced back to where it originated
  • AfiB within DAERA implements this legislation

DAERA - 3. MEAT INSPECTION

  • DAERA has central role in approved slaughter + cutting est. through VETERINARY PUBLIC HEALTH PROGRAMME (VPHP)
  • primary aim of VPHP is to protect + verify food business operators' compliance with food law

DAERA - 4. MILK + MILK PRODUCTS

  • DAERA has responsibility for ensuring that purchasers, hauliers, raw milk suppliers, processors + distributers comply with hygiene regulations for milk 
  • they're responsible for the enforcement of regulations on milk production holdings in NI + ensure all milk businesses comply with regualtions which govern production of safe food

DAERA - 5. PERSONAL FOOD IMPORTS

  • diseases like foot + mouth disease + bird flu can be brought into NI via animal products (esp. those containing meat or milk)
  • animal by-products may also risk human health from diseases, residues or contaminants (e.g. from fish, honey, untreated animal hides)
  • DAERA plays role in checks, seizures, penalties + appeals in relation to food importation 
  • have responsibility in NI for detecting any smuggled goods from non- EU countries 
  • any illegal products identified by DAERA are taken away + destroyed

DAERA - 6. EGG PACKERS (MACHINES USED BY FARMS TO

  • all egg packers must comply with hygiene regualtions which govern production of safe food
  • these regulations have their origins in European Legislation + are designed to ensure consumers are protected by req. food businesses to adhere to them
  • DAERA AfiB carries out inspections + provides guidance on legislation relating to egg packers

DAERA - 7. ANIMAL MEDICINES + RESIDUES

  • DAERA provides info in relation to authorised medicines + residues in food producing animals to ensure safety throughout food chain

DAERA - 8. ANIMAL FEED + PRIMARY PRODUCTION HYGIEN

  • a 'farm-to-fork' approach ensures food safety throughout food chain, starting with primary production
  • farmers that feed animals +/or produce crops for animal feed must ensure feed safety for food producing animals 
  • all primary producers must comply with FOOD HYGIENE REGULATIONS (NI) 2006 to control potential food hazards at farm level 
  • DAERA responsible for inspections under these regulations

  • DAERA responsible for implementing EU legislation on agricultural pesticides (or plant protection) in NI
