Some laws change regularly and it is too much to expect Parliament to change the law on every occasion. Every now and then, the level of fines are changed and it is for the Government (Ministry of Justice or Home Office) to bring these into effect. The minimum wage is changed every year and there is no need for MPs and Lords to sit through a lengthy legislative process in order to bring about such minor changes. Ministers can have the benefit of further consultation before regulations are drawn up. Consultation is particulary important where it is necessary to make sure that regulations are technically workable.
