Law Commission
The Law Commission is the statutory independent body created by the Law Commissions Act 1965 to keep law under review and to reccommend reform where it's needed. Established in 1965 to advise the government.
E.G. Assaults Offences Against the Person Act 1861. In 1993 the Law Commission suggested change to the law as it dated back to 1861, however they didn't look at it till 1997 and a draft bill was issued in 1998. The bill hasn't furthered since.
