• Past countries had gone into Bankruptcy (They had built new venues and facilities, costing los of money, many were also not used after the Games had finished and are now desolate.)
• So it was crucial that the hosting country made a profit.
• Peter Ueberroth would only organise the 1984 Los Angeles Games if it was privately funded.
