CONGRESS:

The constitution gives power to: 

• Legislate 
• Representation 
• Declare War
• Amend the constitution 

Powers of each Chamber:

HOUSE:

• Impeach: For treason, bribary or other high crimes and misdomeanours. E.g Clinton and Nixon 
• Consideration on money bills: Founding Fathers wanted to give the only elected house at the time the high powers of taxation. 

SENATE: 

• Try an impeach case:  2/3 vote needed in order to remove from power
  
• Ratify treaties: been eroaded by presidents use of executive agreements. E.g Obama and START treaty
• Confirm executive appointments
