The poet is not happy with how the city planners are so hysterically obsessed with getting everything perfect that they are ignorant and blind to other important details.
Structure
The stanzas are very unorderly, possibly to help transmit how the planners do their work.
stanza 1 = a relaxing drive through a prfectly built residential suburb.
stanza 2 = narrator points out very tiny flaws in the perfect houses.
