German Empire - 1871

GERMAN CONSTITUTION:

• the new German Empire was proclaimed on 18th January 1871
• at the Palace of Versailles
• the new constitution was based upon the North German Confederation one;
  - Germany itself would become a federal state
  - powers would to be split between central government and 25 state government
  - each state still had their own rulers, parliaments and admin
• some historians classified the new German Empire as an autocracy;
  - Prussia have 60% of Germany's population
  - 2/3 of its territory
  - 235 deputies out of 397 in the Reichstag
  - Prussia had a parliament which was mainly elected by the rich aristocrats which hindered democracy
