Legislation Process:
1) Green Paper - Governments view is put forward with ideas on how the laws could be reformed.
2) White Paper - firm government proposals.
3) House of Commons:
- First Reading - a formal procedure in which the name of the bill and its main aims are read out.
- Second Reading - key policy debate, MP'S will try to catch speaker's eye, followed by a formal vote.
- Committee Stage - detailed consideration of the bill, amendments or alterations are proposed.
