Motives
- Military was important
- Financial: industry could develop behind high tariff barriers
- Intiative take by state Government support e.g. guaranteed profits and subsides
- Had plentiful, cheap labour in Russia with weak labour organisations
- Railways had been developed which boosted industries e.g. Iron and Steel
- Industrialisation would lead to increased production, growth rate and raise Russia's status
Possible Objections
- Dependent on European money, with restricted diplomatic options as tied to France
- Caused Heavy taxation on peasants as needed confidence of foreign investors
