REVOLUTION FROM BELOW

Prince Max of Baden, a moderate Conservative, was the first chancellor of the newly formed parliamentary democracy.

When it became clear in Germany that the war was lost, a wave of unrest spread throughout Germany, often referred to as the 'German Revolution of 1918 - 19', or simply the 'Revolution from Below'.

Trouble begin in October 1918 when naval officers at the bases of Kiel and Wilhelmshaven refused to sail out in a final battle to salvage German honour. This was seen as a suicide mission and so the sailors went against the given orders.
