- Made up of PM, Cabinet, Government Departments,, Senior Civil servants, policy developers, various advisory bodies and a few senior officals, probably in the region of 4,000
- PM has royal perogative power, wage war, foreign policy, appoint or dismiss ministers, commander in chief of armed forces, heads cabinet system and economic policy
- Cabinet, made up of 20-25 ministers responsible for a government department, only members of governing party.
- Cabinet usually meets once a week, PM chairs meetings
- PM sets final agenda, seeks general consensus, approves records of meetings
