The Monarch had the right to make war or peace and issue royal proclamations.

Laws made by Parliment did restrict the Monarch


Religion did mean there was tension between the Monarch, the people and the government.

England had been under Catholic rule until Henry VIII decided that he wanted to break with Rome and the Pope following his divorce and its complications.
