- Stateless people during WW! where protected under minority treaties, (most govs signed them).
- Denationalisation mean't meant persecuted became persecuted all over europe (e.g. Jews).
- Minorities half stateless- needed extra protection from state.
- Refugee minorities had no strong national ideantity, nowhere to return to, infultrating europe.
- In the 30's hard to distinguish between stateless refugees and normal resident aliens.
- Stateless person commits a crime, and least recognised as a person with rights (aka read out the laws and procedures ect).
- European goverments failed to protect the stateless.
