- Accumulation of traditions, customs, conventions, precedents and Acts of Parliament. Has developed gradually. Unsystematic as many ancient origins.
- No attempt has been made to collate it and codify it until 2010 when a Cabinet Manual was set up to some identify key conventions and practises.

- Unitary (Parliament makes laws for all parts of the UK)
