Due to nationalistic feeling and an awareness that only Prussia seemed to offer lasting security. They realised that they would be defeated in war against Prussia.

1888-1918. He wished to reassert monarchial power. He excluded Bismark, who resigned in 1890.

What was life like under Kaiser Wilhem II?
There were social and economic developments. The industry grew (e.g. coal production doubled from 1870-1914), electricity and chemicals. There was also very strong German nationalism as well as strong regional identities.

How was Germany governed under Wilhem II? What did State governments control?
There was a federal/imperial government and 25 state governments. The states had their own constitutions, parliaments and civil service. They also controlled areas such as education, health and the police.

What did the Imperial government (in Berlin) control?
The military, foreign policy, banks and Imperial taxation.

The Imperial Chanclloe (PM) and was head of the military.

What did the Chancellor do? What else could they do if the Kaiser agreed?
The Chancellor prepared legislation for the Reichstag to pass. If the Kaiser agreed, the Chancellor could dissolve the Reichstag.

How was Russia linked with the Imperial government?
It dominated the Imperial govermet ad whoevere the Kig of Prussia was, the Kaiser was also that person. Prussia hd a tradition of authoritarian government; so did Germany.

What was the elite in Prussia like?
They were very traditional and they advised the Kaiser. They took many key jobs in the government and military. They were supporters of strong leadership. The Prussians were landowners.

What was the army like at this time?
It was a key element of German life and this was very militaristic society. The troops swore loyalty to the Kaiser not 'Germany'

What was politics like there?
There was technically democracy as there was a Reichstag which was elected every 5 years. By 1912, the SPD were the largest party in the Reichstag. By 1914, there was an authoritarian monarchy but had a Reichstag.
